DURATION

Purpose

To establish an Interim National Council, that shall be the governing body of the Labor Party until the permanent National Council of the Labor Party can operate according to the principles set forth in the Labor Party Constitution, or until the next official Convention of the Labor Party, whichever comes first, whereupon the Interim National Council will be dissolved.

Powers & Duties

Until its dissolution, the Interim National Council of the Labor Party shall have full authority to issue policy statements in the name of the Labor Party, consonant with the decisions of the 1st Constitutional Convention of the Labor Party; To initiate policy statements consonant with the philosophy of the Labor Party in matters not yet considered by the Convention; And to establish standing and ad hoc committees of the Labor Party, including an Interim Executive Board, which shall operate in accordance with the provisions of Article IV of the Labor Party Constitution.

Membership

The Interim National Council shall consist of the following: Representatives of the principle union entities at the 1st Constitutional Convention, including the Oil, Chemical and Atomic Workers International Union; the United Electrical, Radio and Machine Workers; the Brotherhood of Maintenance of Way Employees; the International Longshore and Warehouse Union; the California Nurses Association; the American Federation of Government Employees; the United Mine Workers; the Farm Labor Organizing Committee; and others to be determined by the Interim National Council; Representatives of other labor entities and unions which have or will make a substantial contribution to the Labor Party as determined by the Interim National Council; Five members in good standing of officially chartered Labor Party Chapters or Local Organizing Committees elected by delegates from those same bodies, at a meeting held concurrently with the National Convention.

The Interim National Council is also mandated to add additional Labor Party members as specified in the Constitution to reflect the diversity of the country as a whole. In addition, a union entity, chapter or other party organization specified in the Labor Party Constitution that achieves the threshold established in the Constitution for membership on the permanent National Council shall take its seat on the Interim National Council.

Rules and Procedures

The Interim National Council is empowered to enact its own governing policies for conducting its meetings, as much as possible in keeping with the spirit and letter of the Labor Party Constitution. The five chapter representatives on the Interim National Council shall each cast one (1) vote.

Chapter Charters

Resolution Two adopted at the 1st Labor Party Constitutional Convention defines the chartering of chapters. That resolution is incorporated into the Implementation Agreement as Appendix One.

National meetings of chapters and organizing committees may be called by a majority decision of the chapter representatives of the Interim National Council. Such meetings shall be held at the chapters’ and organizing committees’ expense.

Duration

It is the hope and understanding of this 1st Constitutional Convention that this Interim National Council will be replaced as soon as possible by a permanent National Council. This Implementation Agreement is in effect until the dissolution of the Interim National Council, or the next Convention of the Labor Party, whichever comes first.
