Rules for Delegate Selection and Voting Allocation for the Labor Party's

1st Constitutional Convention

Adopted by the Interim National Council on January 24, 1998

Forms must be submitted to the Labor Party Interim National Organizer and postmarked not later than September 15, 1998.


General Provisions

Delegates

There shall be seven types of delegates:
 

Fractional voting is allowed up to one-fifth of a vote.

I. Labor Organization Delegates

Delegates shall be selected in accordance with the usual Union delegate selection procedures. All labor organization delegates' credentials shall be on the letterhead of the organization and signed by the responsible officer.
 

 

II. Labor Party State Organizations

Unchartered but recognized state organizations shall be allocated ten votes each.

III. Labor Party Chapter Delegates

Each Labor Party chapter in good standing shall be entitled to elect and send delegates. Each chapter shall be allocated three votes for the first 50 Labor Party members in good standing in its chapter plus an additional one vote for every additional 50 members or major fraction thereof.

Chapters with more than 200 Labor Party members in good standing shall be allocated two votes for each 50 members over 200 members or major fraction thereof.

All chapter delegates shall be elected in accordance with the following rules:
 

IV. At-Large Delegates

Labor Party members who are not members of an affiliating or endorsing Union or Labor Party chapter shall have the opportunity to participate as an at-large delegate. The Convention shall establish an At-Large Caucus which shall be allocated one vote for every 50 at-large members in attendance or major fraction thereof.

V. Designated Workers' Organizations Delegates

Affiliated designated workers' organizations shall be allocated three votes each.

Endorsing designated workers' organizations shall be allocated one-half vote each.
 

VI. Interim National Council Delegates

Members of the Council shall have one vote each at the Convention providing they are not a delegate from any other organization.

VII. Fraternal Delegates

The Interim National Council shall invite and bestow Fraternal Delegate credentials to individuals and representatives from organizations as will further the goals of the founding convention. Fraternal delegates shall not have a vote and may speak only if invited by the Convention Chairperson or upon majority motion from the convention floor.
